Advancing Traditional Leadership for a Just, United, and Prosperous South Africa

The Congress of Traditional Leaders of South Africa (CONTRALESA) plays a critical role in preserving traditional leadership while actively contributing to the transformation and development of rural communities across the country. Our work is rooted in cultural heritage, community upliftment, and governance participation — empowering traditional leaders and the communities they serve.

1. Policy Advocacy & Governance

  • Represent traditional leaders in all three spheres of government (local, provincial, and national).
  • Participate in legislative processes, policy consultations, and constitutional reforms.
  • Advocate for the inclusion and recognition of traditional leadership in state institutions.
  • Lobby for land restitution, rural development, and the protection of communal land rights.
  • We ensure that the voices of traditional leaders are not only heard, but respected in South Africa’s democratic processes.

2. Cultural Preservation & Moral Renewal

  • Promote indigenous knowledge systems, languages, customs, and spiritual practices.
  • Lead cultural education campaigns in communities and schools.
  • Reinforce moral values, respect for elders, and ethical leadership within traditional communities.
  • Partner with government and civil society in preserving sacred sites and rituals.

3. Land and Rural Development

  • Assist communities in reclaiming dispossessed land through legal and political channels.
  • Monitor and participate in land reform and redistribution programs.
  • Protect communal land ownership models under traditional authority.

4. Youth Empowerment

  • Through the CONTRALESA Youth Wing, mentor and train young leaders in cultural governance.
  • Offer platforms for youth to contribute to community decision-making.
  • Support youth entrepreneurship, skills development, and social advocacy.

5. Women’s Empowerment

  • Through the CONTRALESA Women’s League, champion the role of women in traditional leadership.
  • Address gender-based violence and promote women’s rights in rural communities.
  • Support women-led initiatives in education, health, and community upliftment.

6. Community Development Projects

  • Implement self-help schemes, cooperatives, and economic upliftment projects.
  • Partner with NGOs, development agencies, and businesses on rural development.
  • Run scholarship funds for learners in traditional communities.
  • Promote food security, water access, and basic service delivery through advocacy and collaboration.

7. Conflict Resolution & Dispute Mediation

  • Mediate land, leadership, and family disputes within traditional communities.
  • Promote peace, tolerance, and social cohesion in areas affected by tribal or political conflict.
  • Provide alternatives to costly and inaccessible formal legal systems through traditional arbitration.

8. Training, Education & Leadership Development

  • Facilitate leadership development workshops for traditional leaders, councillors, and youth.
  • Educate communities on constitutional rights, governance processes, and social responsibilities.
  • Encourage academic research and publications on traditional leadership and heritage.

9. National & Continental Collaboration

  • Work with the National House of Traditional and Khoi-San Leaders and provincial houses.
  • Engage traditional leaders across the SADC and the African Union on shared challenges.
  • Promote pan-Africanism through unity and solidarity among traditional institutions.
